Isaiah 34

"But the pelican and the porcupine shall possess it,
Also the owl and the raven shall dwell in it.
And He shall stretch out over it
The line of confusion and the stones of emptiness." v.11


Read chapter 34
A picture of a haunted land desolate and of wild beast, that shun the abode of man is described by Isaiah here. The pelican, porcupine, owl and raven are all remote and unclean animals according to the Law yet will dwell in this place that the Lord's vengeance has destroyed forever according to this whole chapter.  This land is referred to as Edom in this chapter, who were enemies of Israel, who's land becomes a wasteland for no one to dwell there but these certain animals; Edom will be turned to chaos.  The phrase in this verse eleven "confusion and...emptiness" is also translated "without form and void" as in Genesis 1:2; the eternal chaos out of which God by His word produced order.  The specific description using line and stones is to show the exact measure of justice without mercy.  Can you picture what your life or this world would be like facing God's judgement without mercy?
